My question is, how come everybody else gets an actual card for their learner's permit but WA people just get a stupid A4 page. If we got a photo ID card, then we could use it as proof of age.

Learners permits aren't that important and they don't last long enough for it to be worth it for the government to turn it into a proper form of id emily, if you want to pay the extra expenses to turn it into proper id, go tell the government lmao.
